Bill Lobley (born 11 November 1960, Bronxville, New York) is an American actor, voice artist, and screenwriter. For Cartoon Network, he was the voice of Jodene Sparks in Sealab 2021. He was also the voice of Officer Dibble in Top Cat: the Movie and Top Cat Begins.

Bill Lobley's other voice acting credits include Ice Age: Continental Drift (2012) and the video game BioShock: Infinite (2013).
He has been married to Pamela Woodruff Lobley since 1992.
From 1999 to 2002, he was the voice of the Parkay margarine tub, a role more closely associated with Michael Bell.
