Cecil is Jasper Joe's cousin. He wanted to be a star like Jasper so he had to get rid of him, he rigged up Jasper's microphone to a helium tank to spray out just as he began to sing causing his voice to squeak and he seemed to make him disappear by switching cars on the Teen Angels because they knew that the car was red when Jasper got into it but it was green when he got out,two number 13's with a fake buckle in the fake car when the girls ran after the ghost Cecil brought the real number 13 down and trapped him, tied him up and put him in a trailer.
