He was a bulldog owned by Mrs. Alistair. He and Elmo looked exactly alike, and both were entered in a dog show.
Unknown to anyone, the Houndman was waiting in the wings to dognap Cromwell. His henchmen took Elmo by mistake, so the gang set out to rescue him. After the Houndman and his accomplices were arrested, Elmo and Cromwell tied for first place.
