This lady wears glasses and a dress that she either recovered from the trash or bought at a thrift store. She has pieces of trash in her hair.
Upon hearing about a ceremony honoring Jellystone Park as the neatest park in the west, she decided to make it the un-neatest park in the west, and drove there. When she arrived, she used her shape-shifting abilities to transform into some of the animals, and trick them into leaving a trail of litter throughout the park. She was soon found out, and got herself all mixed up when she turned into several animals at the same time. Yogi Bear and company fittingly sent her packing on a garbage truck, and she angrily vowed to litter another park. When Ranger Smith saw her, and asked Yogi who she was, Yogi casually replied, "That was a Lotta Litter."
She also appears in the show's opening credits, right after Mr. Smog, and just before the Prankster and the Greedy Genie. She's spotted by Huckleberry Hound, and he and Yogi chase her with a street cleaner. She immediately jumps into a trash can.
