Otis Carter is a character in The Funky Phantom. He was voiced by Don Messick.

He was the town banker and The Raven. Mr. Carter knew about a rich core deposit on Farmer Higgins's Farm, that's why he went to so much trouble to give him trouble the he'd be forced to sell it to him for practically nothing but thanks to Augie, April and Skip he still had his farm.
